It consists of tools, guidance and ways-of-working to define purpose, hypotheses, measures, metrics and data sources. In this case, to enable us to measure performance of DBT content. It does not contain metrics or data, itself.

Teams use a performance measurement framework to develop measurement plans specific to their work.
